Code 50945 is for a ureterolithotomy which a ureterolithotomy is a laparoscopic surgical removal of a stone from the ureter. Code 50951 is for a ureteral endoscopy through an established ureterostomy which means that the patient has a stoma in place so they are going to go through the stoma with the ureteral endoscope. So; no the annotation of "thru stoma" should not be inside the bubble of 50945 but in the bubble for code 50951. I hope this makes more sense for you. If not; please let me know.
