Answer:
3 of 3 and 2 of 3 is a concept that is sometimes; hard to grasp. Using BHAT along with all the other little ways to remember things will help you throughout the test. For this one; it might help to think like this:
A new patient needs everything (thus 3 of 3).
An established patient already has somethings (thus 2 of 3)
These are not necessarily fool-proof statements; but they are a good way to remember the 3/3 and the 2/3 requirements.
